Best Free OCR PDF Tool Windows 10; OCR and PDFs

Hi! I’m a 1st year graduate student.

I’m at that point where I’ve been doing a lot of research, and am now fed up with every other PDF not having highlight-able text, or highlight non-adjacent sections oddly, or have partial-to-all sections not searchable by Control+F.

Optical character recognition (OCR) tools for scanning a PDF, and outputting a text file (PDF ideally) containing the contents is what I need. Correct? I need a tool (not Adobe or others non-free) that can accomplish this on Windows 10.

Ideally it would be output another PDF with the same formatting and all the relevant metadata (XML?) appended to the file. Not super sure how PDF’s work, but would love to learn more about how my desired functionality is supported by special data structuring. Thanks!
