Acrobat DC Alternative for Engineering Drawings?

First, I apologize if this has been asked several dozen times before. But, I think our requirements are unique enough:

We spend a lot of time reviewing Engineering Drawings. In addition to the ability to comment/markup drawings and sign them the other important tool for us is the measuring “ruler”.

Frankly, Acrobat DC is too expensive for our small business, so I’m looking for an alternative PDF editor for which I can purchase a perpetual license instead of the monthly subscription.

Any recommendations? Thanks much for your help.
